CITIZENS RESORT TO VIOLENCE FOR DISPUTE SETTLEMENT: PARKOP TOLD PARLIAMENT

Violence has become the first instance of dispute settlement in the country, other than the rule of law, NCD Governor Powes Parkop has told Parliament.

Debating on the Summary Offences Amendment Bill 2017 tabled by Attorney-General Davis Steven, Mr Parkop said it was important that the law was reviewed to serve as a deterrent.

Governor Parkop, a lawyer, called on the Mr Steven also to amend a section in the Constitution which provides for detaining a person after he or she is charged to make way for police to arrest drunkards right on the spot.

He cited that other countries had done it.

Governor Parkop stated that it was better to dwell on dealing with petty crimes as people engaged in serious crimes when they are not properly charged.

According to him, provision of security in the city for its dwellers and investors was his top priority and that it cannot be compromised.

He acknowledged that about 800 policemen in the city were stretched to the limit, saying they were still lagging behind the recommended ration of 1:400 policemen by the United Nations Organization.

This is why, he said, the National Capital District Commission was investing seriously in behavioral change.
